Alex felt the pain slowly fade away, but she noticed it seemed as though she were giving it to Kay as Kay's face became anguished.

What Drew was thinking was not correct. Dawn didn't have to come to shore. Ever, if she wanted to. She was a shifter, and that was all that was needed. And the ocean could supply her own food. Even if it meant living in there for a year.
